The Federal Government has announced a nationwide ban on open grazing, marking a major policy shift in livestock management.

Announcement made by Minister of Livestock Development, Alhaji Mukhtar Maiha, during the inauguration of the first National Council on Livestock Development in Yola, Adamawa State.

Government cites escalating herder–farmer violence, widespread destruction, and national security threats as reasons for the ban.

Under revised livestock regulations, open grazing is now classified as a capital offence.

Herders are urged to transition to ranching, which the minister says is safer, more productive, and economically beneficial.

The Federal Government aims to grow livestock into Nigeria’s second-largest revenue source after oil and gas, projecting up to $74 billion in five years.

States and private investors are encouraged to participate in the new livestock development strategy.

State Deputy Governor, Professor Kaletapwa Farauta, praises Yola’s selection as host, citing the state’s high livestock production.

The National Council on Livestock Development comprising directors of livestock services from all 36 states and the FCT will coordinate reforms, enforce ranching policies, and advise on modernization measures.
